That literally doesn't answer the question, and most of your post is either outdated or incorrect information.
Humans are the only race that can wield two swords(giants can wield two one-hand maces).
Humans and Elves now have access to Two-handed Axes and Two-handed Hammers
Giants cannot be an archer, Elves cannot be knights.
Elves don't do magic better than Humans or Giants, as all three races can easily reach the Intelligence Cap with ease.
Tested on a level 4,000 character, got the initial quest for Battle Astrology (A Starlit Summons)
Tested on a level 27 character, and got the quest to earn the skills as well.
Seems there aren't any requirements for the class, so you could technically start the game as Battle Astrologer if you wanted. You just have to do the questline for 30~120 minutes to get all the skills associated with the class, which is mostly just talking.
