I did some more researching, and the problem for me isn't so much RAM but disk usage. Probably moreover, moving data off of RAM to make room for the game. I'll try starting the game, jumping in, and letting the system have time to do that, and hopefully it will start working correctly. If your running on Windows, you should check Task Manager to see if you're having the same problem. If you're not familiar with it: Just sort each important performance collumn (CPU for % maximum processor performance, Memory for % RAM usage, and Disk for % maximum disk operation speed) to see what is taking up the most performance. If total CPU is 100%, that could be the problem and you might want to stop whatever tasks are being run and taking up most of that. Chances are Starbound is going to take up most of that, and as long as your CPU meets game requirements, this probably isn't the problem. If it is, however, try right-clicking the Starbound row and clicking "Go to details." Then, right-click the row for name of the Starbound Executable, hover over the "Set priority" option and change the priority to be higher. Memory performance is only going to be a problem if the game is trying to use more RAM than you have (1000 MB = 1 GB) or if other processes are contesting for it. On my computer, Starbound seems to only use about 1 GB of 4 GB. In this case, probably end whatever task is contesting the usage of RAM by either clicking it and clicking the "End Task" button or right-clicking it and clicking the "End Task" option. In my opinion, Disk is probably the problem for most performace issues concerning games, at least on my computer, and you saw my thoughts on that above. One last comment on task manager: Do not end System tasks unless you are certain it is okay, as it may casue system instability.
