I think you can manually fix it by installing visual studio again: https://www.visualstudio.com/downloads/download-visual-studio-vs

Same issue, but for actually trying to play the base game. It refuses to load, and when I try to launch it manually, it gives me a similar error. Any ideas?
I am having the same issue. I click "Play" and absolutely nothing happens

You need to install Visual C++ 2015 Redistributable.
https://www.microsoft.com/ru-ru/download/details.aspx?id=48145
Try to install both x64 and x86 versions.

They have resolved this issue long by now. They removed Starbound's dependability on that file after realizing it didn't actually do much for the game.

Happend to me a long time ago, you need to be sure that your Windows is up to date and reinstall VCredist. In this order.
