Articunno is on to something.
This appears to occur for those of us playing on a larger TV and use Display Scaling. If you set the game resolution to your TV resolution (1920x1080 in my case) and have scaling turned on in Window's Display Options (I set mine to 150%), the area the mouse is constrained to is reduced to a non-clickable section of the screen.
Taking a note from Articunno I was able to resolve this by:
1. Turn Display Scaling off (or set to standard 100%).
2. Launch Game, set resolution in settings to 1280X720. You're probably wondering why to turn the resolution down in the game, and there are two reasons: (1) to allow you to play the game with your Display Scaling turned on, and (2) for text / icons to be decipherable on screen. The game is not optimized for large screens with high resolution; Playing on a 50" TV with 1920x1080 resolution renders the on-screen graphics nearly unreadable.
3. Quit the game.
4. Turn your Display Scaling back on to your prior preference in Window's settings.
5. Relaunch game.
You should now be able to play the game without this error.

Still pretty stupid, because I have to lower my display zoom every time before starting the game...

There are two things you can change. Set "fullscreen" : false and try to set "fullscreenResolution" : [800, 600] as well.
Make sure to delete the ".txt" afterwards and you are fine. (If you don't see the ".txt" anymore, change the Windows Explorer settings so you can see all file extensions. It is off by default.)
I hope this fixes it. Play in windowed mode afterwards and wait until the developers have fixed the problem.
