FPS drops with a good PC

Aight, I tried everything on the internet, nothing worked.
I run starbound on 50 fps when on ship and drop to 30 (sometimes dropping to very low fps, turning the game into a slideshow.

My specs are
GeForce GTX 1060 (6gb)
8gb ram
i7-8750H (I run it on turbo mode, so 3GhZ+).
Windows 10

Also, for some reasons I have FPS drops when opening menus

Anyone has a solution ? I'll try to uninstall some mods but I'm not sure it'll work

EDIT: I fixed the FPS part, for some reason the game was in Windows 8 compatibility mode. But I still have stutters
