Me neither and it's really annoying to not see any kind of assistance from Chucklefish or Steam...
Lets say you are in the US and you want to join your frog eating friend the connection line is very far and it takes time to send your package of information to everyone on the server.
Ways to fix this issue is making someone else with better internet host or booting up a dedicated server. So everyone joins one thing and isn't connected to everyone at the same time.
No I know how P2P works and as I've said before that's not the problem, it has something to do with the game and not me or my hosting friend. We live in the same country and we have no problems in other game when playing either in P2P or on dedicated servers. Moreover (as I also said) there are some other friends playing on the hosting game and they have no problems at all so it has to be coming from my game.
Can I get some real help please ?
I see, thing is that a year ago I played a lot more Starbound on the same computer and didn't have any mutlipayer issues...
Either the location has too much crap (monsters, furniture, Light emmiting objects, Special(exmp: teleporter, workbench, bed) with will slow down the game resaulting in lag from the game processing so much crap. (Lights have to "simulate" the shadows and such.)

Because how steam servers work ( Peer-2-Peer[www.digitalcitizen.life]) everyone is connected to everyone. Your crappy internet may hinder gameplay (lag) or actually blame starbounds AWFUL netcoding. Pretty much just pray that you're 500 KM's away from your steam friend or you'll have issues.
Though sometimes reconnecting to player/server can magically clear up lag (Doesn't always work and either do I understand why it works, But it works. Ork magic)
Though... Dedicated servers magically dont have P2P lag issue related to internet, Since everyone is connecting to one unit it doesnt get mixed up with everyone elses connection.
To host a dedicated server just set up a port in your router (Put in your IP in a web-browser it'll open up your router page that only your network can connect/see) and find port creation, usually its in the firewall section. Set it up (Exmp: 21025 (default SB port)) Once thats done you got a port for outside connections (Not public obviously) that using the IP can join. Port also works for other games if you set it right, Etc. (Look up port guides yourself if you're unsure and stuff)
If you want a vanilla, No mods server. Ignore the steps bellow.
But if you do want mods in said server in SB like a normal/sane person: insert content.pack from SteamLibrary\steamapps\workshop\content\211820 into mods folder to have said mods enabled in said server (Tip: Just type in "con" in the "211820" file search and your screen will lit up with all the content.pack files. Copy and paste them into starbound mod folder (\SteamLibrary\steamapps\common\Starbound\mods))
Once you got that done (Ignore the 211820 step if you are playing pure vanilla for some unholy reason) go to storage and find "starbound_server.config" (If its not there I'm pretty sure its made if you boot up starbound_server.exe for the first time) once in there play around with the settings and set the port to what you set it to be in the router and what other settings you wish. (Tip: Set "maxPlayers" and "maxTeamSize" higher if you got more then 4 players).
Once THATS done head to win64/win32 and boot up "starbound_server.exe", Find the right required IP for players to join, Give it to them (With the port) and have fun. (To join yourself just set 127.0.0.1 and port in "Join server")

Works for me either way. You can also check if the mods actually work by booting up the game from the files and not steam. If the small cog shows the 600 contents.pak clones you've done it right
