for IP address when trying to join your server. Basically this tells the game to look at your own computer for the server. No need to buy a second game or even make workshop work offline.
Although, I dont think workshop syncs your mods to the server. So you may need to ditch workshop anyhow.
to get the value of the ? at the end of that IP, you simple run CMD promt, and type ipconfig in that. This will tell you your address your router identifies you by. Check under IPv4 Address. This is helpful to know if you have multiple computers running thru the same connection.
although I will say.... performance wise I am not thrilled with this games handling of workshop or servers. The best setup I have gotten without issues so far is for all players to manually install mods, and not use workshop at all(unless they need to get the mod in the first place,.. then move it to the proper folder)
And not use a dedicated server,.. but use steam invite to join existing games. I might be doing something wrong but any other setup involving mods, ends in crashing or intense lag.

if you stop using workshop and add all those mods manually, then the server will detect the mods.
Unfortunately, when I did this I noticed that only I could then connect to the server, and anyone else trying to connect to it would immediately crash even tho they had the same mods(even with ports opened). And this was rather they used workshop, or manually installed it.
sorry I couldnt be of much help, kind of running into my own issues with this mess.
