FPS and mouse lag issues for AMD Radeon HD 6310 Graphics

I have FPS issues with my AMD Radeon HD 6310 Graphics card. I do realize it is not the best card, but I have tried to do everything I can. Zoom level to zoom in most, change resolution to many different ones. Anyone have an idea on how to boost it from 15 to at least 20-25 FPS?
And my mouse lag just randomly happens for new reason, even when I'm just in the Crafting Bench. :(

And I do realize it is only a Beta and not finished, I also run on Windows 8.1 64bit.

The only thing I can tell you is maybe to go to playstarbound.com and look in the forums for a fix. If you find nothing it may just be because the game engine isn't optimized yet, but you might also be able to give them you specs if they dont already have info for them to help with the optimization. Although I do know that optimizaion is not going to happen to the engine in this stage of the beta. I believe it happens in stage 2. Also I know its not a good plan but Reinstall Win 8. I know its crap I have it and can't get my laptop to accept 7, but as soon as i installed Windows 8.1 half of my games didn't work or crashed constantly(I think mainly because of the horrible drivers) so I went back to 8(at least for about 6-12 months hopefully it will work then)

Disable steam overlay, you might want to try to launch the starbound_opengl instead of the regular exe to play (it's in the starbound folder / steamapps). It helped some people (didn't work for me).
