The only issue with this solution is that everyone that ever wanted to join my server would have to download this software and that's not a realistic solution for me. Thank you though.
This friend is not local. They are using my internet IP to access my server.
Why not? Quite simple XD Easy to install.
I've shared my internet IP with my friend, and they've attempted to connect using both my internet IP and internet IP plus the port number and receive the same error message: "Join failed Error Connecting to (IP Address):21025"
This is the part where everyone else I've read gets stuck. As far as my past knowledge of hosting Minecraft and Terraria servers tells me, I've done everything right. I don't know what I could be missing here.
I agree. If I can connect locally I know the server is operational. It has to be some sort of port settings or the like.
Are the ports not 21025-21027?
Also, I have no edited the configuation at all except to test other port configuations, but I've returned the default port to 21025 in the server configuration.
Have you any mods installed, do your friends ??
I know you've said you don't use it but check windows firewall too just incase. (I was going round in circles with Terraria down to this, even though I don't use it)
I just tested connecting with my American friend and everything was fine so i'm stumped too.
Triple check everything. Good luck.
I disabled universalpnp in both config files. No dice. I've had them try both with and without the port attached. Still not working.

Comcast is my ISP, and I lease a modem from them. The modem has its own firewall and port forwarding system. I tried disabling the firewall in the modem itself and this didn't work.
So, I had to enable the port forwarding system in the modem itself and forward the correct ports to the modem IP (which was 10.0.0.2). This finally did the trick. I was able to access the modem using the IP 10.0.0.1.
This was an unbranded modem issued to me by Comcast only identified by saying XFinity on it.
