I have tested with a VM with Ubuntu running 1 core, 512mb of ram, and I can confirm playing single player works. 80% of the ram was used, but according to guides online (link below), you will be able to have 2 loaded worlds, with 2 players on 600mb of ram. Granted, it seems memory leaks are a bit of an issue, so you may have to restart you server more frequently due to the low ram, it is definitely playable. And from my finding, starbound server is CPU intensive, sometimes. aka, loading new worlds and such. A minor drawback, but ram trumps cpu in this case. Hope this helps.
