i dont think he needs quests so much as a means for progression. i know being slow on this game and seeing everyone else wearign all this cool gear with guns and stuff that do like 5634802674832 damage makes me wonder how to do that too. it may be a sandbox game, but you cant legitimately get that type of gear without progressing through the story.
... There arent much of a story yet.
To unlock tiers you need to craft and use the starmap upgrades.
[Important!!!] Its not the improved work stations that give access to the next tier (they are also needed to make said recepies, but they dont unlock them), its using the starmap upgrades [Important!!!]
To craft the first starmap upgrade you need a metal working station.
To craft a metal working station you need to defeat the UFO for a magma core (item needed to make said metal working station).
