Matter Manipulator Upgrade option missing?

So I'm on the most recent update and I am up to the quest where you need to create steel. The problem is that I cannot collect oil in order to make the steel. Is there some other way to collect it without upgrading the MM? I have read everywhere and apparently you need to upgrade the MM in order to get liquids, but the option isn't there in S.A.I.L. for me to upgrade.

You have to upgrade the matter manipulator.
Thing is, you didn't upgrade the MM at all yet. You need to upgrade it before you unlock the option for liquids.

How do I do that if there is no option to upgrade the MM in the S.A.I.L system?

When you interact with S.A.I.L. it should give you the option to upgrade the MM for 10 copper bars. After that upgrade, it will offer another upgrade to collect liquids for 10 silver bars. If you don't have those options, your character file must be bugged.

Also be sure to click on the button under S.A.I.L.'s portrait that says LET'S TALK. It will open a selection screen to the right that says Commands and Missions. The MM upgrade should be under the Commands tab.

Again, if you've done all this and you don't see upgrade Matter Manipulator, two possibilities: you have already completed the upgrade but you just forgot you did, or your character is bugged.

Damn, must be bugged then. How do I fix this?

There aren't ways to fixed bugged characters. If you had a backup of that character from an earlier time, you could replace the player file.

You might just have to remake. The good news is at that particular point in time, remaking isn't such a hard ship. Set down all your inventory in a chest on the planet, remake, grab all your old stuff. You'll have to go down again to grab core fragments but if your player file is bugged.i don't think you have much of a choice :(
