Even though your only connecting, I would port forward anyway.
Also for hosting, the server is located inside the starbound package.

I watched the beginning part of the video and it says that I have to get port forward which requires my router number and all that. However, I am actually using my school's internet (I live in the dorms) and I use the ethernet cord which allows me to be on steam. When I use my school wifi alone, it doesn't allow me to connect to steam because it blocks one of the ports. With the ethernet cord it doesn't block any of the ports. So I guess it's not an option for me to create any servers. I'll just try to connect to other people's servers but I'm not sure why it's not letting me.
That Vid was mostly for hosting.
For connecting to others:
There are a couple things you can try assuming it's not the IP/server that is at fault.
-Try setting Upnp to False in starbound.config
-Make sure Starbound is allowed through the computer firewall.
-Manually add 21025 Tcp to be allowed through your computer firewall.
-Some have said their Anti-virus interfered, temporarily disable that to check.
I just checked play.valkaricraft.com, boundstar.com and 173.199.80.71:21025 [pass=ozcraft].
I was able to connect to them.
I can't find starbound.config and I am having the same problem.
