Nope, most people wouldn't update their game if mods becomes incompatible.
If starbound get some new update it gonna happen again, but this time higly probably we gonna get a 70% death workshop from people are not updating anymore their mods in years.
The only way to solve this is a way you will not like... means get the game in a solid version witouth steam, and port every mod from workshop in a folder to have it saved. But this is in a extreme case Chucklefish decide to update Starbound.
