When can you upgrade your crafting tables?

Hi I'm new to Starbound. But i'm stuck with my Tier 1 crafting stations.
I've beaten two bosses and I cant craft anything more then what the tier 1 stations allow me to craft. I want to make cooler better stuff.

My mission now I need to go underwater to scan the underwater tribe people. But I cant craft anything that allow me too breath under water because i'm stuck with these tier 1 tables

I've googled abit and some say that I need to do a quest in Outpost? but ive done all the side quests they've offered.
Do I have to play the game more? Or is this a glich?

First, are you asking for the current stable build or the current unstable build?

If it's the current stable build, you have to do the quests (I think all of them, not including colony generated missions).

If it's the current unstable, just look at what the 'upgrade' button says when it's greyed out to find out what you need to upgrade the tables.

In the current stable build, you have to have done the Erichus Mining mission and have upgraded your ship to the next tier (Sparrow, I think) Then the scientist will give you the means to make an Iron Crafting Table, provided that you bring a wooden one with you.
