Does the winning ticket do anything?
i just got it from beating mazebound64 <-- I see what you did there chuckle fish

But does it do anything or is it a trophy to show to my cat?

That quest got removed AFAIK.

It used to be a quest item. Someone wanted the winning ticket and you'll get somethin' in return. Too bad, it got removed.

Because the outpost quests were prototypes for the procedural quest system (go here > do this > bring me this), which is why they were so flat, and they serve no purpose now that procedural quests are implemented.
