Late game weapons early?
I was just on a snow planet (not one of the frozen ones you need the EPP upgrade for. Just a snowy planet orbiting a temperate star). On that snow planet, there was a sewer. In that sewer, I found Tesla's Wrath. A gun that does 30 damage per shot that I had in a previous playthrough which lasted me till almost the end of the main story.

Is the snow planet's drop tier the same as a frozen planet? If so, that seems almost like a bug. :/

Its just a unique weapon, they got same info when ever u found that one, i found 4 of them and they have same stats

Okay, but what I'm really wondering is how early are you supposed to find weapons that do around 25-30 base damage. Is it normal to find gear that can last through the endgame on a planet that you need no EPP upgrades to explore?

No, they don't have the same drop tier. You just got really lucky.

Also, damage per shot/attack is really only part of the equation. Damage per second is what determines how good a weapon is. Tesla's Wrath does 21 damage per second. Most endgame weapons do 45+ damage per second.

Its not the best weapon, u ll find urself sell that one when u set foot on last lv planet ^^

Another possibility, given the persistent universe, is that someone put it there from another character. Especially possbile if doing a multiplayer server.

You can give new characters end game gear as soon as you finish the Erchius mission and can determine the coordinates of where they are. Just don't try to pass stuff through the outpost storage. Use a chest on a planet.

Learned that one the hard way...after seeing some of the outpost shops etc. remaining unlocked on a new character, I thought if that was the case, leaving items there would carry over too!
