Looking for Avian Planets in Radioactive Stars

I've been to a few Radioactive Stars, but the Fracken Universe mod has made them much harder to find because I keep finding Fracken planets.

I'm not removing the mod, I love the mod and there's nothing wrong with it other than this. It's also impossible to uninstall without breaking the game at this point anyway.

Technically they could spawn anywhere, they just have a higher chance to spawn on Jungle Planets around radioactive stars. Run the surface of planets, and be sure to have a few flags just in case you run across settlements you'll need later.

The problem is its the only species other than Novakid that I haven't seen in villages or houses. Is it because my character is also an Avian?

No what race you are has no effect on what spawn. Sadly it's completely up to RNG as to what spawns. There's no "Major Hub" planets that are just 100% populated by a certain race.
