Are Hylotl villages underwater?

So far I've been to 2 ocean planets, and I've found plenty of buildings, but no populace. Are there villages with a population underwater?

yes, their cities are massive underwater.

They can have huge cities at the bottoms of oceans. But they can also have small villages on the surfaces of different planets, or even little bits on the islands at the top of ocean planets.

Hylotyl Cities can be found underwater, populated with civilians and chefs.

Hylotyl Temples can be found randomly just about anywhere.

teperate star and look for tan ocean planet, you will then spawn on a island and keep going to the right untill you hit the ocean. dive down to the ocean floor and keep going to the left and theres is a hylotl base with people in it

They looks massive, but only in vertical sense. Mines I encountered before is smaller (only 4 pagodas) and no restaurant or hotel either. But usually they should have full of facilities at other ocean planets.

I love the uw cities - they're easily the best imo. Just the atmosphere of being deep underwater sets them above all the other village/towns Ive seen. Hylotl master race ;D

Well after literally hours of searching I found one (an underwater city) and was able to scan enough to finish the quest

what is the most ironic thing on this game. The others civs live like they are on tribal stages or middle ages meanwhile this guys have futuristic cities under the sea... And it's a ♥♥♥♥♥♥♥ space game, all this civics have acess to FTL.

Glitches can't help it because the glitch that makes them sentient locks them in that time period, avians incorperate technology subtly into their sacred and traditional themes, and florans, well, they just attack and steal ♥♥♥♥ and barely understand it.

The protectorate want their own cultures intact (except eating each other) including the primitive society. If they want to space, humanity can help them.

Their are a few Hylotl Homes on top of islands but if you want to get info for the artifact then go underwater with the breathing EPP
