They'll start offering quests. Do them. (They tend to be repetitive but c'est la vie).
Eventually, they'll start to ask to join your crew. Every two crew you add, you'll get a ship upgrade.
Edit: You can also "grow your own" friendly village by buying Colony Deeds from the Outpost and setting up your own colony. They'll start to offer you quests eventually too. A Chair, a Table, a Weapon's Chest (and a Door and a Light) will get you a guard.
To get crew members, you need to complete quests. What I think most people are doing, is missing the NPC text where they say they'd love to travel the stars. This is where you talk to them and they offer to join your ship. It's easy to miss, and often times the text gets cutoff. It's worth pressing Enter to open the chat after turning in quests to catch it.
Beyond that, if you want crew members that travel with you you'll need to build a colony to attract tenants. So far for me at least, I've only gained crew that stay on the ship from doing quests on random planets.
I may have to see if there are options or mods to change that key around are available.
Also, it is a wise idea to drop your crewmembers off in the ship (using the "interact with" button) to get some more of them. You can have two following you at a time.
As far as I can tell, "hire" is the wrong word because there's no upkeep or wages involved.
