How Do You Unlock Penguin Bay?
i just started playing again and i cant figure out how to get penguin bay to open plz help

If you complete the main quest, it will open by himself. You can buy him the ship's upgrade (1 of the 2 way to upgrade it)

Use the wiki instead of asking in a thread from 4 year ago.
Check the command page on the wiki. Should be /setuniverseflag.
