has anyone found a planet that has paper on it? Like in a box or barrel or something? The only way to gain the paper recipe is to find some, and everywhere I've looked I haven't found any.

I think you can actually craft paper with one of the crafting table you have access at the start.
Be sure to check correctly; bunch of those crafting table have more than one tabs.

Paper is one of the first things you can craft, along with glass, dyes, etc. People really need to open their eyes. Someone in another thread was claiming content was removed and progression gated because they couldn't open their eyes to see the big UPGRADE button on the crafting tables.

for whatever reason it seriously was not there until I completed the library mission. It must've been the books or other items I picked up from the mission that finally gave the recipe. Also for whatever reason, paper must be crafted at the forge.

I do wonder why paper is created at forges as well. Do you need to burn it or something?

Paper is there to be crafted on one of the basic crafting tables, I am 100% sure in this I know I had it enabled for crafting almost entire time, I just never made any still didnt found any use for it!
I just looked it is smelted in furnace, you need one wood for it!
