Stores at the Outpost won't open

I am going to ASSUME this isn't a bug first and that there is just something I didn't do...

But I beat the first two major quests (Lunarbase and Terrorwing) and am on the third and the only store that has opened for me is the pirate one and the bear store.

Am I bugged?

You apparently have to do the quest for the Bears first. Upper right hand side of the Outpost.

Nah, just continue the main questline. Terrorwing and the penguinbot aren't 'major' quests, they are side bosses. I think all stores ought to be open for business by the time you've finished the third mainquest boss.

They opened very early for a friend, but ok I'll just assume his glitch was them opening early.

DOn't you get them open (or at least most of them) when you scan the outpost while doing the main quest?

Alright I beat the Floran mission and while it DID open up the license store... it of course did absolutely nothing else and I am still missing the furnature store AND the Terramart.

The terramart should open after the erchius mining facility mission. Do it again and it should open for you, it doesn't matter if you have the quest or not, just run through the instance again.

any fix to open up the special weapon penguin shop? i had to reset my universe recently which reset the outpost as well, i managed to get all the other shops open but no way to open his
