How to plant potatoes?

It wont let me. Do I need some special soil or something? And how do I water them?

You need potato seeds.

You water them with a watering can (low tier item), sprinkler (automatic, hight tier),or wait for rain.

Did you craft a Hoe to use it on the ground so it can prepare it for the seeds ?

You need to make a hoe at the farming station and use that on the soil to make it "tilled" so you can plant seeds.

Tungsten Ore can is the primary component of tier 2 weapons and armor. It's available after leaving the initial starter planet in progression.

I'm on the initial planet. Does that mean, no hoe for me and thus no farm? I keep dying because of lack of food and hunting for meat is not very efficient.

You do not need Tungsten to begin farming. As people have already stated, you need to craft a Hoe[starbounder.org] at the Foraging Table[starbounder.org], and use the Hoe to till the soil where you plan to plant. Then just plant your seeds and water.
