Tips for finding tech cards

Yeah these little blue pieces of plastic that you only need 34 total but are the most importand thing in the game because better techs right?
Can they spawn anywhere or in specific places? Can they be obrained in methods other than rng generation(i use frackin universe so no coords)?

34 total? you technically only need 24, also, you can find them in any container on any planet, and they have a really high chance of spawning in a high tech chests.

Where did you get 34? You need like 8x9(72) of them for all techs +10(82) for end game quest. Best trick to find them is to go on every random planets and loot surface chests/boxes.

except you only have 3 tech slots so technically you only need 24 tech cards for the tech.

If you were to buy just one, yes. But the tip doesn't change. Best way to find them is to look every chests, closets, boxes, villages etc on new planets. You can get many just doing this. :P

Yeah random planet chests and crates. Or quest rewards from colonists

I get loads digging into planets and finding underground loot filled biomes like steampunk and avian tombs.

I tend to find atleast 3 manipulator modules and tech cards in settlements on planets, basically every planet has some sort of surface settlement. The underwater Hylotl settlements are really good for getting loot since they tend to have storage rooms filled with stuff.
