Get SOME and put it in the ship. Then go back. Rince and repeat.
It chases you based on what you have collected.
A little practice and experimentation will tell you how much "some" is.
When skills improve, take "some more".. heh.
Alternatively, you can get fuel from raiding pirate ships with your mech. This is a bit more dangerous, and very very slow on the fuel gain, but you don't need to deal with the ghost and you'll have more fun doing it; it should get you to the next star and enough cash to buy more.
In the late game, it is possible to terraform a moon to no longer be a moon, leaving the fuel unprotected.
Or just use mods to remove the dumb ghost.
Mining Upgrades, Tech and a grapling hook help you manuevering the caves, put some moonblocks in the quickbar to get platforms for free while you are mining.
You can scout yourself a route without collecting any fuel and prepare a quick exit route that has lots of it on the way.

...by letting water in slowly to mix with fuel and then store it in a tank. You can do the same thing with poison, oil and healing water. Poison and healing water are much easier to dilute though, and can be done very quickly.
It can also be done at any time in the game, as soon as you access ocean planets.
I say "dilute"... but what actually happens is the water turns INTO fuel, diluting doesn't actually occur at all.
The fun part was modifying the system to use oil to mass produce lava as well.
