go into graphics settings, and do the following;

disable fullscreen
disable target highlight
enable borderless window
enable texture limit

well, i get 24 instead of 13 fps but still why is it so low?
could be to do with the fact that you have a mobile GPU & CPU, though they're not even remotely outdated.

open task manager (ctrl + shift + esc) and reply with the highest percentages

hishest %? you mean the programs that take most gpu power?
CPU. Memory, and Disk. it should have a total of every process in the list. if there is anything that is almost as high as Starbound, tell me what it is.

you can click "CPU", "Memory", and "Disk" to sort them in highest to lowest, or lowest to highest order.

If you go to the config file in the Starbound folder, scroll down until you see the VSYNC setting. It's defaulted to be turned on. If you turn it off, you'll see a decent FPS increase.

you have an nvidia card. go to:
NVIDIA Control Panel > Manage 3D Settings > tab: Program Settings > Add > starbound.exe

scroll to the bottom and turn OFF Triple Buffering & Vertical Sync

Then click apply.

just wanted to say that my starbound doesnt like being run in fullscreen mode...i had issues with it not having a decent Frame rate, after i disabled fullscreen and swapped to "boarderless window mode" it started working perfectly, the frames went back up to at least 60fps

my pc is much older than yours is too!... have you tried Re-installing the game?

also if you are using a lot of unstable mods this too could cause massive clashes and conflictions

hope this helps even a tiny bit :)
