Wouldn't be suprised if there was a warp command or something though. Maybe that lets you warp to specified coordinates. I'd say check out a wiki like Starbounder for command info, or using /help as an admin might get you a in-game list of commands too. If you use /help [commandname] it'll tell you about the command and how to use it (for most part).
Though i recall it was impossible to place blocks outside the ship though, when not having a fully customizable ship from BYOS.
If you're playing with FU installed, it added some madness-research-related items, one of them is a staff that lets you teleport to the cursor. Obstacles be damned, it just lets you teleport there. Kinda cheesy, heh. You should be able to build it at the weapon/armor-building station from FU, under the staff catagory.
If building near the ship doesn't work out for you, there's always actual space stations from vanilla SB, or you can use mods to provide gravity to Asteroid fields in some way, and build there. I just use the Field Generator mod to generate gravity (and air) indoors, while using /setgravity 80 and /reset gravity to build in the zero-G enviroment.
Unfortunately I don't have WiFi where I am rn so I cant download any mods
