Tungsten ore is found on tier 2-3 planets. This includes:
Desert, Forest, Ocean, Savannah, Snow. Desert and Forest planets are tier 2, so they're your best bet. Not only do they have weaker enemies, you will also find tungsten ore in containers on those planets, including settlements and mini-dungeons.

it's the light gray triangular ore, any tier above lush should have it unless you're playing modded

also you can buy it at the Ursa Miner after doing the Lunar Mining Facility mission

They were assuming that you were already on a planet with tungsten.

However, you sound like you are still on your first planet, which doesn't have any tungsten at all. If you've already cleared the Erchius Mining Facility and returned to Penguin Pete, you should be able to use the captain's chair on your ship to fly to other planets around the same star as your first planet at no cost (you need to fuel your ship to visit other stars, though) - just right-click on a location to travel there.
