Though you can in fact find any race's dungeons and villages on any non-Garden, non-Barren, non-ocean-type planet (apart from the underwater Hylotl city and underwater ruins, which are only on Ocean worlds), dungeons and villages for a race on its favorite planet type are 300% more likely to appear than usual.
However, as there are quite a few villages and dungeons in the game, there is still a good chance that you won't find any of that race's dungeons or villages even on a planet of their favorite planet type.
As for the OP, no, Mutated planets are not the same as Jungle planets, but you can still find Avian villages and dungeons on them - they just won't appear as often as they would on Jungle planets. Mutated planets still have some good stuff, though - for example, the purple trees drop food as well as wood when they are felled, and this food can be processed into stuff that makes you Light.
Just don't try to find Avians on Toxic planets, though, as those kinds of planets don't have any racial settlements of any kind due to being ocean-type planets (and also being poisonous). You can still visit them for loot and Toxictops (a key ingredient required to make the best food in the game) - if you have Poison Resist augment installed or you bring a lot of Antidotes, you can even scour the ocean bottom for Kelp and lots of loot, and there are ores underneath the ocean floor just like on other kinds of planets.
One tip for a particular Avian village type: if you come across an anchor with an armed Avian nearby, use your spare blocks to make a way up the chain until you reach the airship attached to the anchor. Once you're up there, explore it like you would a normal village - loot stuff from crates (but don't take the crates themselves unless you've closed the doors and nobody can see you do it), talk to everybody, and scan everything.
On a desert planet you have roughly a 25% chance to find an Avian dungeon/city per dungeon/city slot, on a jungle it's roughly a 50% chance. The chances are lower for other races because Avians have an extra dungeon, closer to 20% and 40% I believe. Just eyeballing the numbers. (Edit: Those are the numbers from August, I'm sure they shifted slightly after the Novakid villages were added.)
I haven't really noticed this in practice because by the time I finish say my Floran scan quest I usually have found enough Glitch/Apex/Avian villages along the way to finish those as well.
