You have this backwards right? You want the game to use more CPU to run better. There is no reason to limit the amount of resources the game is using. If you are trying to run things in the background and want them using more CPU just set the game process to a lower priority, but it's obviously going to run worse.

The stock cooling that comes with a CPU allows it to run at 100% usage 24/7 for years without any issues. You only need to worry about overheating if you overclock, or store your PC in an oven. Honestly even case fan failure and a lot of dust generally wont be an issue, there's a fair amount of leeway, and worst case scenario the CPU will throttle back to avoid danger temps.
