So, at best, you will only be able to enclose part of a larger body of water, such as on an oceanic planet, in order to do as you have asked.

However, with the /admin command on, you can spawn creatures though the exact details are lost on me and beyond my current skill set to accurately reproduce or describe.
thanks man. everything i found online about the subject was unclear. and my efforts to create my own pond werent working. unfortionionatly i guess my giant complex ive spent probably 20+ hours into wont be able to have a fishing pond in it then lol

I haven't been home to test it yet.
The other thing I was going to try was using the Relocator Gun to put fish in my pond. Find fish pick up with gun and drop in the pond. Not sure if fish will spawn after stocking it...
Haven't tried that yet either, I made the gun late last night before going to bed.
