Oh, and the magnorbs count I guess. They also have a shield.
Otherwise, a high-tier large shield will perform better (look for a kite shield with 53 health and a cooldown of 0.7 seconds).
If you want something in between, trawl the ocean floor of an Arctic planet for a tier 5 Seashell Shield, which will have 50 health and a cooldown of 0.65 seconds. Alternately, look for a Mushroom Shield within a Mushroom Patch minor biome located inside of a Forest biome on a Volcanic planet - a tier 6 Mushroom Shield has 45 health and a cooldown of 0.6 seconds.
(Note: if your shield breaks, 2 seconds must elapse before the shield becomes usable again, so cooldowns listed are for if you put away your shield before it breaks.)
(Note 2: http://starbounder.org/Shields has more information on perfect-blocking and other aspects of shields)
(Note 3: Commenter #3 may be referring to a broadsword with the Parry ability, which erects a 50-health shield for 1.2 seconds. Also, the shield erected by the Magnorbs, having 1000 health, is by far the strongest of all shields as far as durability is concerned.)

Rising Slash is the best right click in the game, allowing you to just dodge attacks and land big damage combos at the same time.
And a third jump.
