new character, but outpost completed

i started a new character and skipped the intro mission. when i got to the outpost, all the story npcs like the florian hunter girl were already there. also the portal to the ruin was already open.

is this normal? i finished another character before this.

This question comes up quite a lot, but the answer is this: this phenomenon is a side effect of your Outpost progress and universe being saved independently of your character progress. While this does allow you to, for example, have all your characters share the same planetary base (quite useful if you're going for Armour Aficionado), it also means that all of your characters share the same Outpost.

If you would like to reset the Outpost to its initial state at any time, enter admin mode using /admin, then use /resetuniverseflags.

That's because your characters are made in the same world. When you start for the first time a universe file is made. Every character you make goes into this universe, as it doesn't reset. Meaning you could visit a base that you built on another character if you found the same planet.

If you want to start fresh for a new character, you sadly HAVE to reset some of your universe fles.Just be careful messing with your save files.
