I Can't Plant Seeds?

I have a colony on a barren planet. I created a small farm made of dirt (not dry dirt or sand) with two block-deep water every 5 blocks. I can't plant any type of seed, sadly. Is it because I'm on a barren planet? If so, it still doesn't make sense because I put in normal dirt.
Also does adding water every-so-often as I did do anything?

Make a Hoe and a Watering Can.

You need to till and water the soil before planting anything on it. Everything you need can be crafted at a foraging table.

If I understand you correctly about the two blocks of water, that may also be a problem if it doesn't drain off. Standing water will uproot your seedlings (except for reefpod and coralcreep). For those you will have to submerge them in water.
