Novakid Crew Member?
I did find a Novakid City, old west style, and I did more than 10 Missions, still no one wants to come to my Ship... It is possible to acquire Novakid Crew Members by doing Missions?

it's random. Sadly. Try more, more and more. They can be real haters. (like any other NPCs)

The Tenants however, are not Random. You need a specific number of items that matches the race you want to move in.
I got an entire tree only populated with Florans, cause each room have a specific number of Floran items. You can check http://starbounder.org/Tenant to find out what you need to place in a room for a specific Tenant to move in.
There are even special Tenants, like an Alpaca Guards, A Frog Merchant and lots of others.

https://starbounditems.herokuapp.com/ is a great homepage for looking up items. Go to the Colony Tags and set it to whatever you want, and place items from those categories into a room, and the coresponding Race will move in.

Anyway to the point:
When they have moved in, they will from time to time give you quests, and even become your Crewmembers... So just make a huge House with Nova Kids in it, and you should get some quests in time :)

Novakid settlements are not biased towards a planet type. They are equally likely on any non-ocean, non-lush planet.
