Admin command to complete the penguin quests?

I reset my server and unlocked everything else with commands but if I even wanted to do it legit the quest isn't there. I want to unlock the penguin merchant on the bottom left of the outpost underground.

If you want to get the penguin merchant then you have to defeat the UFO boss and the mech as well, in order to unlock the mech quest, you have to get the third gem from the Main Quest.

So just complete all the quest using the /completequest command and defeat both bosses by cheating and then you can unlock the penguin merchant.

hm, I did it with admin commands but they're not there. I'll try doing the 3rd main quest and see what happens.
