you could unlock all npc with a character then creat a new one and he see all of them in the ark. but he still need to do the quest to advance
This is true, in order to restart, you have to reset the current state of the Outpost and the state of universe.
In chat, type: /admin
Then, type: /resetuniverseflags
Then, type: /admin to exit "cheat" mode.
Basically, what the command /resetuniverseflags does is that it reset any progress that happen within the universe, plus the outpost. Useful for starting all over again!
One thing: /resetuniverseflags does not reset planets. If you want to reset planets as well, the fastest way to do that is to go into the game's files and delete the universe folder (however, considering how unlikely it is to accidentally stumble across a planet you visited with another character, this shouldn't be necessary). If you do delete the universe folder, you will not need to use /resetuniverseflags.
