In the case that you do not find anything Floran in your first stellar system, you will need to harvest resources, especially tungsten ore, from the planets in your system to craft a Breathing EPP so you can harvest starship fuel from moons and afford the costs of interstellar space travel to another gentle star, allowing you to continue your search for Floran villages and dungeons.
While we're on the topic of scan quests, when you do find a village, don't just scan things - talk to the villagers as well. Sometimes they will give useful information which will progress your current scan quest.
To add to this, floran villages only spawn on forest planets.
The planet types they will spawn on is desert, forest, jungle, Volcanic (oddly enough), Arid, Alien, and a couple others. It is only a chance though. I have seen them on snowy as well. There is no select planet you will always find them on.
Certain spawns may have changed since I started though, but for the most part you will find them on most planets. Keep in mind as well that each planet has a secondary biome in which may contribute to them spawning on those planets as well. At least in my experience. Just go to another system with planets; buy fuel if you have to. The more planets in a system, the hgher the chance, since like more planets to have a possibility. Look for systems with more planets to search.
That goes for any of the scan quests. Also take note of using and making flags so you can get back to those specifc places you find some of the other races. At least one per race, maybe 2 just in case. Bought all the tips I can give when doing those scan quests and to prepare for the future ones. :)
