Do partial reloads waste ammo?
I cant tell but sometimes it doesnt tick down the number of mags i have, but it feels like i do loose ammo... does it discard at any point?

Pretty sure it is supposed to consume the mag (wasting unspent ammo), IIRC from the PS2.

No. Even if you reload with half a mag left you will use that ammo as your last magazine.
