Crashing to desktop on start

I have recently played this game a few months ago and now when I try to start the game is gives me a white screen then a black sreen Anyone know how to fix it??

Im using a new laptop windows 8 or 9 i forgot winch one they skipped but its just a regular laptop 4 gb ram HP Notebook When i first downloaded it it was fine but then i undownloaded or something and redownloaded it it stopped working i have tried messing with the combatibility settings running as adminstrator searching online nothing works not even the refund button works

I had the problem with the olrginal andsteam versions .It would n ot run un til I adhusted thne resoultion > I share the original 4 game unstaller on another post , CDS CDS2 CGT and CVIETNAM

I just redownloaded tried switching resolutions to all posible choices and it still dosent work just starts in white screen then crashs sometimes it says conflict desert storm has stopped responding i also tried setting the settings to default and messing around with all of them nothing works stupid game.....
