Anywho it depends on your level range, but any standard PvP area where you're at the right level will work. So assuming 80-125 range
this may limit your success when placing a dragon sign at the mentioned pvp hotspots. on the other hand it gives you the chance of having a fair duel and not having to face a 2vs1 gank situation.

Yeah, the dragon form looks really cool! And I guarantee you'll like the torso stone!!
As for maxing the torso.. spend about 1 - 2 days at drakes grinding for scales. It's worth it in the long run unless you feel the need to earn your scales properly.
This is true of pretty much all the items you need to rank up in covenants, farming will almost always be faster than trying to get them via actual PvP depressingly.
If you want some darkwratih action, you should be at least around sl 75. If you want to have a chance of being summoned as a dragon, you can add some 10 or more levels.
Now you being a dragon, me being a dragon, we could sometimes meet and fight for scales... trouble is, my dragon is around 80 I think.
