Pyromancy will always do less than sorcery, but it's better in PVP due to the variety of pyromancies. Fireballs for leading opponent, fire surge for chipping, fire storms for massive when opponent's down, and combustions because of its speed and power.
Bloodloss weapons are not very popular on pvp since almost everybody already knows how to dodge it. If you want some dex weapon similar to that, try a katana a curved greatsword or a halberd..
I don't like pyros pretty much, it is true that they have some interesting spells like "flash sweat" or" power within" (which by the way, do not scale with the flame) but most of them have negative side effects, About the fireballs, they are puwerful, indeed, but their reach is not as good as sorceries (even though they take as much time to charge), and they have quite fewer uses,
Quality builds are mainly for versatility. They can use most weapons effectively so they can adapt to most situations.
