Does this count as a Divine weapon? Can it kill them skellingtons right dead?

Short answer : No

Long Answer : Occult is very much the opposite quality to Divine. Occult weapons do extra damage to "divine" enemies such as Silver Knights or Gwyndolin. It has no effect on enemies that are themselves "occult" such as skeletons and necromancers, beyond what it does to say... a rat.

i just go to the undead parish blacksmith and downgrade it back to a divine but if you are on Ng+ i recomend the silver knight spear as it has divine properties as well
Eh I ended up just running through skeletons to their Sorcs and killed them. No massive deal even on NG++. This is my str char and I don't really keep any divine weapons around. Maybe I should lol... Kind of sick of them though since my paladin char uses them.

If your character was dex I would suggest carrying around the silver knight spear since it has the divine property on it and can kill skeletons for good.
I do have a dex char, but that one was not the target of this query. Though that's a good tip, I will carry one around on him I think.

It's actually the best weapon on a no-upgrade run against Ornstein & Smough. FYI
That's good to know actually. I have a friend who loves doing those challenge runs... not much fun for me though.
