yeah i attacked the guy by accident and now i can't shop with him does he stop or should i try to kill him btw i'm a lvl 16

I'm pretty sure Oswald won't reset him, as technically he isn't a sin.

Just kill him. He drops the things that you can't otherwise get. Everything else you can buy elsewhere.

If u really want his stuff, then go defeat the Gargoyles to ring the 1st Bell. Then Oswald will show up and he will absolve ur sin for a price => angry NPCs go back to normal.

Also, the merchant sells many useful stuff so you probably should not kill him this early.

don't kill him, you can absolve your sins later in the game after you beat the gargoyles on top of a roof (second boss)

I'm not too sure what useful items you're talking about, everything you need from him you can easily obtain by killing him, such as the resident key, orange soapstone, and his weapon. The only thing I could honestly see him being used for is to get the Drake Sword, by purchasing a bow, and some arrows, and even then, if you find the Black Knights Sword, the Drake Sword become useless almost immediately.

I personally don't kill him his katana is pretty useless, especially to those who think using it during PvP is amazing. It clearly isn't once you have strength enough for Havels Shield. thus, making pretty much any, and all magical imbued weapons, and elemental weapons obsolete.

If he really doesn't reset though. I'd just say restart your game, you're not at a crucial point of the game yet, and it'll literally take you 30 minutes to get back to the same spot, if not less.
