Dark Souls is not built to support user made content because the game discourages things like Power Leveling and trading High Lvl equipment to low level characters on purpose .
it promotes fair PvP as best it can..
I doubt any user made content would fit into the lore of the game world .and I can't see it adding anything worthwhile besides god items and ridiculously bad level designs.
You lose a lot of detail to incorporate modding openly .
Skyrim does a good job of supporting mods but a large amount of the mods destroy the original games immersiveness by including items or characters completely out of the time period or universe the game takes place in.
I'm not looking forward to AK47's and Urban Combat in Dark Souls.. we have enough of that already.
I would however really support a steam workshop for weapon/armor/player skins/recolors. On the nexus they have things like restored Artorias armor and they look really nice.
That would be cool if you could come up with a good story for such worlds
Sadly with Dark souls 2 already being announced/in development I don't see this happening sadly :/
The PhyreEngine SDK doesn't = a Dark Souls development kit. To mod in levels you'd have to decompile the .exe or something.
That's not to say you couldn't DsFix dump a bunch of Dark Souls textures and make something cool in Phyre just for the sake of making it, but don't expect to play DS in your custom level!

That work started on the console version, but some of the tools may have been converted for PC, or maybe new ones are in progress - you'll have to look into it.
