There is a Level editor it's the PhyreEngine SDK .
it's made by SONY and is a free download..
Dark Souls is not built to support user made content because the game discourages things like Power Leveling and trading High Lvl equipment to low level characters on purpose .
it promotes fair PvP as best it can..
I doubt any user made content would fit into the lore of the game world .and I can't see it adding anything worthwhile besides god items and ridiculously bad level designs.

Quake 3 Modding went well because the game was developed with modding intended .
You lose a lot of detail to incorporate modding openly .
Skyrim does a good job of supporting mods but a large amount of the mods destroy the original games immersiveness by including items or characters completely out of the time period or universe the game takes place in.
I'm not looking forward to AK47's and Urban Combat in Dark Souls.. we have enough of that already.

A level editor could not possibly work because of the games constant connectivity with other players. How would it work if you had a custom wing of Anor Londo that the invader doesn't have. You may say put a fog gate up but how easy would it be to put the entrance in a way you could just fall behind the gate. There would be too many issues.

I would however really support a steam workshop for weapon/armor/player skins/recolors. On the nexus they have things like restored Artorias armor and they look really nice.

That would be cool if you could come up with a good story for such worlds

Sadly with Dark souls 2 already being announced/in development I don't see this happening sadly :/

The PhyreEngine SDK doesn't = a Dark Souls development kit. To mod in levels you'd have to decompile the .exe or something.

That's not to say you couldn't DsFix dump a bunch of Dark Souls textures and make something cool in Phyre just for the sake of making it, but don't expect to play DS in your custom level!

There was even some work at getting models out of Dark Souls, - check out the details here

That work started on the console version, but some of the tools may have been converted for PC, or maybe new ones are in progress - you'll have to look into it.

I'm pretty sure a level editor could work for DaS2 IF they designed it into the game. This is probably something they should think about anyway, but simply make it so modded content can't be used in the main game. Possibly verify to see if the proporties match for multiplayer, so we don't run into more cursed swords and "rings of life". But back to just custom maps, I would be happy to see an ofline only custom level/dungeon thing.
