Where can I find Big Hat Logan?

Soo I free'd him in Sens Fortress, and also in Duke's Archive.
I talked to him in the prison, but it seems he wouldn't sell me anything

So I left the area and progressed.
Checked back at Firelink Shrine, can't find him. Checked back at the prison, can't find him.

Where the f is he now?
