Nnnnnope. They always have the same stats regardless of your level, although they will (obviously) get stronger in NG+. And even stronger in NG++. And so on and so forth.

The difficulty raises only a little between ng+ and ng++.
The biggest jump is between ng and ng+ . Most enemies have 100% more hp.
I think havel has 1k in ng and in ng+ he has 1,5k in ng+6 only about 2k.
Normal hollows in undead burg have 75 hp (says wiki) in ng and 194 hp in ng+. In ng+6 they have 243 hp.

Btw. ng+6 is the max difficulty.

Oh and the difficulty does not change because of your level. The difficulty is a fixed value you can't change in the playthrough.

Thanks for asking, OP... I was wondering this too. It seems like a lot of advice I've seen is not to spend souls on leveling, but instead upgrading your weapons. Is this true, and how is the best way to go about this (where, etc?)

Well, it is actually better to spend souls on upgrading weapons, because scaling on some weapons is bad. So it is recommended to upgrade the weapons as far as you can and then lvl up. Also there are elemental paths like lightning, fire and chaos that does not scale with any stats, but they deal elemental damage. And many enemies are weak to fire or lightning. So these weapons will deal more dmg on lower stats, or better said on lower soullvls.

For example:
A Chaos Zweihander +5 will deal more dmg (of course with 10 humanity) than a +15 (unbuffed) Zweihander with 16 str 10 dex (at least needed to wield 2handed).

If you don't know where to upgrade your weapons:
Read a wiki. To long to explain everything.
There are 4 blacksmiths in the game:
1. Andre
Upgrades weapons till +15 & raw,
divine and occult
2. Vamos
Upgrades weapons to fire & chaos
3. Rickert
Upgrades weapons to magic & enchanted
4. Giant Blacksmith
Upgrades weapons to lighning and crystal
Also can create bosssoulweapons.

You need special ambers to upgrade your weapons. You can look up where you can find them.
