EDIT: I think I know what you're doing. You're looking at the "Future" stats that are shown when you get in the upgrade screen. The present stats can be found at the inventory by pressing X for the xbox controller (Square in Playstation controller or whichever equivalent you have)
if you go into pvp using only a claymore, youre gonna have a bad time.
You are right. Every weapon can be reverted back to previous stage (except for crystal path iirc), even soul-crafted weapons back to their original +10 form. There is only one claymore per playthrough, so it might be useful to go either normal +15 for scaling, or lightning for non-scaling build, or chaos if you can keep 10 humanity at all times and want fire damage instead.
