ie 16 str 30 dex = 30 str 16 dex but 23 str 23 dex outdamages both setups by ~10
Looking at Mugen the stats are virtually identical if you have the same amount invested into both Str/Dex, if you balance them evenly, or rush for 27 first. But since you cant emulate 40 dex, 27 has the advantage of opening your ability to wield strength weapons if you ever need them, allowing for more versatility, and by the time you max out Dexterity aswell, you will have maximised your damage with them aswell, wheras if you had split the levels you wouldnt do full damage with anything but quality weapons.

Tl;Dr
Mace(Str) [40,27] = 430
Uchigatana(Dex) [40] = 420
Claymore (Qua) [27,40] [40] =524
27 strength and 40 dexterity before 40 strength and however dex allows for more weapons at a lower level.
If I remember rightly, It's a Quality Weapon (It scales equally well, or very closely, at the same level)
For optimum DMG output on a Quality Weapon, you'r better off levelling DEX ad STR.
But don't tell anyone you levelled DEX
